Each person enforcing the provisions of this subchapter is hereby authorized and directed to forthwith seize and tow such motor vehicle, as an abandoned vehicle, as may have been used in the illegal dumping of garbage pursuant to this subchapter and pursuant to the provisions of Ch. 90 of this code of ordinances and of the forfeiture provisions of the state’s Motor Vehicle Act, being 625 ILCS 5/1-100 et seq.
