Each such occupant, person or tenant in possession shall cause all garbage produced in or brought into such house, building or apartment, except that disposed of by means of a garbage grinder, to be thoroughly drained of any surplus liquid, securely wrapped and deposited in said container. All other refuse or rubbish, as defined in § 50.002 of this chapter, may be deposited in such containers for collection.
