For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE. Rejected food wastes and includes every waste accumulation of animal, fruit or vegetable matter used or intended for food, and such paper as may necessarily be used for wrapping.
REFUSE. All solid wastes of a community including garbage, ashes, rubbish, dead animals, paper, sweepings and solid market and industrial wastes.
RUBBISH. Such matter as ashes, cans, metalware, broken glass, crockery, dirt, sweepings, boxes, wood, grass clippings or litter of any kind.
SCAVENGER or REFUSE DISPOSAL CONTRACTOR. Any person, firm or corporation engaged in the business of collecting and disposing of garbage, refuse and rubbish.
