It shall unlawful to dispose of or place any garbage or refuse in any street or any other public place within the city, nor shall any person dispose of or place any garbage, rubbish or refuse on private property, whether owned by such person or not, within the limits of the city, unless the same shall be enclosed in a suitable container or containers, for collection. A container shall be a can of galvanized iron or non-corrosive material, rodent- proof, water-tight and of the type commonly sold as a garbage can, of a suitable gauge and construction to ensure durability.
