§ 32.186 DUTIES.
   (A)   It shall be the duty of the city’s License Commission to do the following:
      (1)   Promulgate and enforce all reasonable rules and regulations necessary to the operation and enforcement of Title XI of this code;
      (2)   Adopt all forms and prescribe the information to be given therein as to character and other relevant matter or all necessary papers;
      (3)   Require applicants to submit all affidavits and oaths necessary to the administration of this title;
      (4)   Submit all applications, in a proper case, to interest city officials for their endorsements thereon as to compliance by the applicant with all city regulations which they have the duty of enforcing;
      (5)   Investigate, or cause to be investigated, and determine the eligibility of any applicant for a license as prescribed in Title XI;
      (6)   Examine the books and records, or cause to be examined the books and records, of any applicant or licensee when reasonably necessary to the administration and enforcement of Title XI;
      (7)   Inspect, or cause to be inspected, and determine the eligibility and compliance to the city code and any applicable ordinances of any premises used for or in connection with the operation of a licensed business or occupation; and
      (8)   To conduct hearings in accordance with recognized parliamentary procedure whenever it be necessary to determine the eligibility of an applicant to receive a license or to determine the justification for a suspension or revocation of a license for violation of the city code or any city ordinances.
   (B)   (1)   For the purpose of conciliating complaints of discrimination, the city’s License Commission or other administrative agencies may hold closed meetings and shall not be subject to the provisions of “An Act In Relation To Meetings” approved 7-11-1957, being 5 ILCS 120, as amended.
      (2)   No final action for the imposition or recommendation of a penalty shall be taken, except at a meeting open to the public.
   (C)   To make recommendations to the Mayor concerning the issuance, suspension and revocation of all business licenses subject to the provisions of §§ 32.001 through 32.003 of this code of ordinances, upon request of the Mayor to furnish written reports concerning these recommendations.
   (D)   The city’s License Commission shall keep a register of all licenses issued, entering therein the name of the person or persons licensed, the date of the license, the business or purpose for which it is granted, the number and kinds of vehicles, if any, and the number of bowling alleys and billiard or pool tables covered by it, if any, the amount of the license fee paid and, if transferred, the date of the transfer and the name of the person to whom it is transferred.
