§ 32.001 ESTABLISHMENT.
   There is created an executive department of the municipal government which shall be known as the “Department of Public Works”. The Department shall embrace the Superintendent of Public Works and such other officers and employees as are designated in this code and such as the City Council may provide by the annual appropriation ordinance.
