38-5-31  GRINDER PUMP AND SERVICE INSTALLATIONS.
   All sanitary sewer services requiring the installation of grinder pumps shall adhere to the following requirements:
   (A)   Grinder Pump.
      (1)   All grinder pumps shall be of the manufacturer brand, model and size specified and approved by the Village.
      (2)   Grinder pumps shall be installed by a contractor approved by the Village.
      (3)   The name and contact information of the approved installation contractor and pump suppliers can be obtained from the Village, and will also be supplied with each approved Village permit.
   (B)   Installation.  All wastewater lines from the wastewater system (sewer force and/or gravity mains) to and including the grinder pump shall be installed by and at the expense of the property owner.  Installation from the grinder pump to the structure being served shall be by and at the expense of the property owner.  The County will inspect the final connections to the sewer mains and at the grinder pump and shall be constructed as specified by the County.  All connections shall remain open to view until such inspections can take place.
   All wastewater connections to the Village sewer system (force and/or gravity mains) must comply with all State and County requirements.
   Wastewater service pipes from the structure to the grinder pump shall be a four (4) inch Schedule 40 PVC pipe placed in a straight line alignment with a minimum slope of two percent (2%).  The gravity pipe shall be installed a minimum of three (3) inches inside the grinder pump tank.  The pressure service line connected to the force and/or gravity mains shall e a minimum diameter of one and one-fourth (1 ¼) inches, Schedule 40 PVC (minimum SDR 21).  All fittings used in conjunction with all pressure lines will be Schedule 80 PVC.
   A redundant ball and check valve shall be installed on the discharge side of the grinder pump at property line to prevent backflow.
   Each grinder pump shall be equipped with alarm device to alert the property owner of potential malfunctions.
   (C)   Repairs, Replacement, and Service.
      (1)   Repairs made on the service from the sewer system (force and/or gravity mains) to the grinder pump shall be made by and at the expense of the property owner.  From the grinder pump to the structure being served, all repairs shall be by and at the expense of the property owner.  The homeowner is also responsible for the proper maintenance and/or replacement of the grinder pump.  However, the cost of repairing or replacing the grinder pump itself shall be paid out of the Grinder Pump Maintenance Fund.
      (2)   All repairs or replacement of the grinder pump shall be done by the maintenance contractor designated by the Village.  The homeowner shall be responsible to contact the designated maintenance contractor for purposes of repair or replacement.
      (3)   If the service lines are not properly or timely maintained by the property owner, the Village will contract the required repairs, and these expenses will be the responsibility of the property owner.  The property owner’s monthly sewer bill will be adjusted to include the cost of such repairs.
      (4)   Notwithstanding the above, the Village reserves the right to charge the homeowner for the cost of repair or replacement of the grinder pump if the homeowner intentionally or negligently introduces into any sewer, either directly or through a kitchen waste disposal unit, including, but not limited to, any of the following items:
   Glass         Diapers, socks, rags or cloth
   Metal         Plastic objects (toys, utensils, etc.)
   Seafood shells   Sanitary napkins or tampons
   Goldfish stone   Kitty litter
   Explosives       Strong chemicals
   Gasoline      Flammable material
   Lubricating oil and/or grease
