UTILITIES
ARTICLE I – DEPARTMENT ESTABLISHED
38-1-1  DEPARTMENT ESTABLISHED.
   There shall be an executive department of the Village known as the Utilities Department.  The department shall be under the general supervision of the Superintendent of Utilities and the department shall consist of such other officers and employees and may be, from time to time, lawfully provided by the President and Board of Trustees.  The Superintendent of the Utilities shall hereinafter be known as the "Superintendent".
   The Mayor shall appoint the Superintendent with the advice and consent of the Village Board.  The Superintendent shall not have a fixed term, but shall serve at the pleasure of, and subject to removal by the Mayor.
   Subject to the supervision of the Mayor and Board of Trustees the Department shall have supervision, management and control of the maintenance, enlargement, and operation of the combined water and sewer system, the securing and selling of water, the safe, healthy, and lawful disposal of sewage and waste, and all matters and all things connected with the operation, maintenance, and extension of the waterworks system and sewage system and the selling of water therefrom and the preserving of the property belonging to the combined Utilities Department.  In addition, the Superintendent shall have supervision, management, and control of the Village’s garbage and trash collection and disposal system.
