If the person so served does not abate the nuisance within five (5) days, the Village may proceed to abate and such expense shall be charged and paid by such owner or occupant, and such owner shall be charged a minimum of One Hundred Dollars ($100.00) for said abatement for the first offense. The Village may increase the fee by Twenty-Five Dollars ($25.00) for each subsequent offense.
