(a) The city clerk shall, in addition to the license issued under section 10-128, issue to each successful applicant a badge which shall be substantially in the following form:

SOLICITOR'S BADGE
________ has registered with the City Clerk as required by Ordinance.

(b) During the time the applicant is engaged in the business of a peddler or solicitor, this badge shall be worn on the front of his outer garment in such manner as to be conspicuous.
