9-3-6-3: PRELIMINARY TREATMENT OR FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense. (1977 Code § 13.40.070)
