1-8F-3: DUTIES:
The duties of the 911 coordinator shall include, but not be limited to:
   A.   Coordinate with city hall, including the water and street departments, with regards to mapping issues and the naming of streets.
   B.   Maintain all aspects of the 911 geographic information system (GIS). (Ord. 3030, 1-9-2012)
   C.   Prepare and maintain the official records of the JETSB.
   D.   Attend JETSB meetings, special meetings, and committee meetings; issue meeting notices; and take and distribute minutes of meetings. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   E.   Coordinate public awareness and public relations activities to include programs and presentations about the enhanced 911 system and conduct educational programs for schoolchildren and/or school districts. (Ord. 3030, 1-9-2012)
   F.   Draft an annual budget with the assistance and guidance of the JETSB; work with the city finance director-treasurer's office to monitor cash flow; and advise the JETSB on budgetary impacts. (Ord. 3030, 1-9-2012; amd. 2013 Code; Ord. 3271, 8-10-2015)
   G.   Maintain an inventory of all JETSB owned equipment and relay same to the city clerk for inclusion in the overall city inventory.
   H.   Keep up to date manuals for all JETSB owned equipment; test PSAP equipment; and coordinate with the chief of police, or his designee, the repair or replacement of all JETSB owned equipment. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   I.   Perform periodic random testing of the 911 system, including call overflow. (Ord. 3030, 1-9-2012)
   J.   Negotiate, monitor and manage JETSB contracts and purchases as directed. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   K.   Maintain an accurate database for the population being served.
   L.   Maintain an accurate listing of emergency service providers and emergency service number (ESN) boundaries, including all police, fire and emergency medical service (EMS) providers and provide updates to all PSAPs.
   M.   Maintain an accurate listing of contact persons, addresses and phone numbers for each police, fire and emergency medical service (EMS) provider and provide any updates to all PSAPs. (Ord. 3030, 1-9-2012)
   N.   Report to the JETSB regarding any problems, policies or other matters pertinent to the board. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   O.   Work with Marion citizens and businesses to ensure address numbers are both visible and legible to emergency services.
   P.   Provide reports to the city council regarding activity, equipment, problems or information as necessary or requested. (Ord. 3030, 1-9-2012)
   Q.   Act as the JETSB's liaison with the telephone companies (or other service providers); the ICC (Illinois commerce commission); each participating governmental agency; emergency service providers; equipment maintenance contractors; and the public.    R.   Respond to complaints, questions and/or inquiries from the public in a timely manner.
   S.   Conduct critiques, prepare reports and make recommendations to the chief of police to ensure any issues are resolved.
   T.   Remain current in new trends of emergency communications and 911. (Ord. 3030, 1-9-2012)
   U.   Attend approved meetings and/or conferences of affiliated associations such as Marion's JETSB representative; keep up to date on matters affecting the JETSB and keep the JETSB apprised of such matters; and provide a quarterly status report to the JETSB regarding the overall status of the 911 program.    V.   Maintain a level of familiarity with ICC regulations as they apply to the 911 system.
   W.   Oversee the implementation and renewal of intergovernmental agreements and other written documentation as required by the ICC and other regulatory commissions.
   X.   Be available in an "on call" status in order to provide assistance in any type of emergency, as needed by the PSAP or at the direction of the chief of police or his designee. (Ord. 3030, 1-9-2012)
   Y.   Work with the JETSB's legal counsel on legal matters, as directed by the JETSB. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   Z.   Provide expertise, recommendations and assistance for the efficient operation and maintenance of the entire 911 system.
   AA.   Work with the various PSAP personnel to efficiently maintain, update and upgrade the 911 CAD (computer aided dispatch) systems.
   BB.   Coordinate the testing of 911 lockboxes on an annual basis and assist in training users and dispatchers in their use.
   CC.   Maintain and distribute a list of lockbox contact persons to all PSAPs. (Ord. 3030, 1-9-2012)
   DD.   Perform a periodic review to determine if agencies serving as a PSAP remain in compliance with the criteria and standards of operating as established by the city's JETSB. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   EE.   Provide PSAP administrators with the opportunity to obtain current 911 training opportunities.
   FF.   Work with the communications supervisor and the chief of police during the transition and move to the new police department (estimated 2012). (Ord. 3030, 1-9-2012)
   GG.   Coordinate and/or conduct training for PSAP personnel in the utilization and operation of JETSB and 911 equipment.
   HH.   Maintain the JETSB standard operating procedures (SOPs) manual.
   II.   Draft SOPs and policies for review by the communications supervisor and the chief of police prior to being submitted to the city's JETSB for approval. (Ord. 3030, 1-9-2012; amd. Ord. 3271, 8-10-2015)
   JJ.   Be available for emergency part time dispatch fill in when unable to fill in with regular or other part time dispatchers.
   KK.   Oversee the transition in the next generation 911. (The next generation 911 [abbreviated NG-911] refers to an initiative aimed at updating the 911 service infrastructure in the United States and Canada in order to improve public emergency communications services in a wireless mobile society. In addition to calling 911 from a phone, it intends to enable the public to be able to transmit text, images, video and data to the 911 center [the public safety answering point or "PSAP"]. The initiative also envisions additional types of emergency communications and data transfer. This NG-911 infrastructure is intended to replace the current services over time. The national emergency number association, or "NENA", first identified the need for NG-911 in 2000 and started development actions in 2003 and has developed the full definition and standards for NG-911.) ARTICLE G. MAYOR'S CHIEF OF STAFF

1-8G-1: OFFICE CREATED, APPOINTMENT, TERM, AND QUALIFICATIONS:
   A.   There is hereby created the Office of the Mayor's Chief of Staff. The Mayor's Chief of Staff shall be appointed by the Mayor with the advice and consent of the City Council. The Mayor's Chief of Staff shall be chosen on the basis of executive, administrative, and educational qualifications with special emphasis on the actual experience in, or knowledge of, accepted practice with respect to the office.
   B.   The Mayor's Chief of Staff shall have the minimum of a four- year college degree, with major course work or experience in public administration, financial and personnel management, political science or related fields.
   C.   To create a feeling of greater personal responsibility and to exhibit to the citizenry a sense of concern for the welfare of the City, the Mayor's Chief of Staff shall reside within ten (10) miles of City Hall. Neither the Mayor nor any member of the City Council shall receive such appointment during their term of office. (Ord. 3526, 4-22-2019)
1-8G-2: COMPENSATION:
The Mayor's Chief of Staff shall receive such compensation and benefits as the Mayor and City Council shall fix from time to time. (Ord. 3526, 4-22-2019)
1-8G-3: POWERS AND DUTIES:
The Mayor's Chief of Staff shall be responsible to the Mayor for the proper administration of such affairs of the City as may be assigned by the Mayor. In discharging this responsibility the Mayor's Chief of Staff shall, subject to direction of the Mayor:
   A.   Plan, organize, manage, direct and oversee the day-to-day operations of the Mayor's Office and staff. With subordinate staff, develops, implements and monitors work plans to achieve office mission, goals, and performance measures; directs the development of and monitors performance against the annual office budget; manages and directs the development, implementation and evaluation of work programs, plans, processes, systems, and procedures to achieve City and office goals, objectives, and performance measures consistent with the City's quality and citizen service expectations.
   B.   Conduct research and analysis on a wide range of issues and topics affecting the City and provide recommendations for solutions and courses of action using sound, expert judgment.
   C.   Interpret administrative policies and relay instructions and policy and procedural revisions to staff and other interested parties; establish and enforce effective management practices; supervise the preparation of materials for public reporting; plan, coordinate and review work related to the preparation of the Citywide budget.
   D.   Attend City Council meetings and participate when requested.
   E.   Provide expert professional assistance and support to the Mayor on a wide range of highly complex, sensitive, and confidential topics; assists the Mayor and provides advice on all major functional responsibilities; assists in planning and coordinating the Mayor's activities; develops, reviews and interprets complex policies affecting the City; conducts assigned research and procedural, organizational, and administrative studies and prepares reports on proposed or recommended solutions or courses of action to City, office issues; researches and drafts materials for use in public and media relations, such as speeches, talking points, and letters; researches and writes briefing papers and provides briefings orally and in writing to the Mayor; reviews Council agendas and briefs the Mayor for Council meetings.
   F.   Act as a liaison on behalf of the Mayor on Citywide issues and assists the Mayor and other elected officials in providing leadership in addressing complex and sensitive Citywide matters; serves as liaison to assigned regional and community councils; works closely with staff and Council members to communicate the Mayor's policy objectives; communicates Council goals, objectives, mission, and work to the Mayor, office staff and the public; in consultation with the Mayor, handles and deals with Citywide emergencies; meets with and responds to department head needs.
   G.   Recommend to the Mayor and City Council such action as may be appropriate for the enforcement of law and the ordinances of the City. Assist the Mayor and City Council in preparation of ordinances or resolutions.
   H.   Assist the Mayor in administrative duties of the City and perform such duties as directed and/or delegated by the Mayor.
   I.   Assist the Mayor in coordinating activities between departments in consultation with the Commissioner in charge to ensure efficient utilization of resources and maximize interdepartmental coordination.
   J.   Assist the City Finance Director-Treasurer and Commissioner of Accounts and Finances in preparation of the City's annual budget.
   K.   Consult with the Director of Safety and the Director of Human Resources to recommend to the Mayor for presentation to the City Council such personnel rules and regulations as may be considered useful in management of City affairs including, but not limited to changes or additions to the City Personnel Manual.
   L.   Make such reports to the Mayor and City Council as may be required from time to time concerning the operations of the City departments and offices. Prepare such administrative reports and other reports of the activities of the City as may be required at the conclusion of the fiscal year and periodically through the year.
   M.   Research and collect information and assist departments in preparation of applications for grants and loans from governmental or private entities for City programs, offices, and services.
   N.   Participate to the extent requested in collective bargaining agreements and advise the Mayor and Council periodically during collective bargaining negotiations about issues being considered and the positions of such issues being taken in order that the City Council may apprise of the position of the Council before being presented with an agreement for final approval.
   O.   Assist the Mayor and City Council in investigating and responding to inquiries and complaints related to the operations of the City.
   P.   Formulate with the input of Mayor and City Council, City Engineer, Director of Economic Development and Municipal Planning, supervisors, departments and offices a long range strategic plan for the City.
      1.   Assist in formulating a cycle of review for City infrastructure.
      2.   Analyze current or potential Municipal operations and provide recommendations to the Mayor and City Council.
   Q.   Serve as the TIF Coordinator.
   R.   As may be requested or delegated to by the Mayor, represents the Mayor on boards, commissions, task forces and high-level policy and Council meetings and work sessions and with other elected officials, business and community leaders and the public; corresponds with City, public and private officials, community groups and the public on behalf of the Mayor; facilitates meetings, mediates disputes and participates in problem solving as necessary; responds to inquiries from the public; oversees and communicates with offices of other elected officials on issues of mutual interest. Serve as a liaison and have working relationships with Marion Chamber of Commerce, Marion Main Street, Williamson County Tourism, and other community partners and represent the Mayor at such functions as may be requested.
   S.   Oversee the City website in conjunction with the Internet Technology Director.
   T.   Perform any other duties as directed by the Mayor. (Ord. 3526, 4-22-2019)
