9-1-3: WATER AND SEWER CONNECTIONS:
   A.   Duty To Connect: It is made the duty of the owners of all real estate abutting upon or touching the line of any proposed improvements to make all contemplated private connections with public sewers and water mains before the work on any such streets or alleys is completed by the contractor; which connections shall be made under the inspection and with the approval of the sewer and water superintendents.    B.   Permit Required; Bond: All persons, firms and corporations shall, after the completion of said improvement, be debarred from making any opening or excavation on said street or alley, upon or along the line of said improvement, without first obtaining the permission of the city code enforcement officer, and no permission shall be granted until the person, firm or corporation applying therefor shall give bond to the city in such sum as may be fixed by the city council, to be approved by the mayor, conditioned for the filling up and restoration of any part of such improvement or pavement in as good condition as before such openings or excavations were made, and pay the expenses of inspecting the work and making connections.
   C.   Plans And Specifications:
      1.   All such work shall be done in accordance with the plans and specifications for any such improvement, which shall be kept on file in the office of the city clerk.
      2.   All of said private connections with said public water mains shall be of material approved by the water superintendent extending from the water main to property line.
   D.   Approval And Acceptance: All such work thus done shall be subject to the approval and acceptance of the code enforcement officer or other authorized officer. (1977 Code §§ 13.04.010, 13.04.020; amd. 2013 Code)
