No license to operate a taxicab in the city shall be issued unless a certificate of insurance for liability insurance on the specific vehicle in the amount of three hundred thousand dollars ($300,000.00) is in full force and effect and has been filed with the city clerk; such insurance to be in force during the time such vehicle is operated as a taxicab.
