As used in this chapter, the following words and terms shall have the meanings ascribed to them in this section:
PERSON: When referring to the owner or operator of any taxicab, means and includes any person, firm, association or corporation.
TAXICAB: Includes all motor vehicles carrying passengers for hire for which public patronage is solicited, provided motor buses or other vehicles operating under the authority of the Illinois commerce commission or the interstate commerce commission shall not be considered taxicabs within the meaning hereof.
