(a) Any elected or appointed Municipal officer, deputy, assistant, or an employee of the City may attend, at the expense of the City, any conference or convention relating to City affairs if authorized by the Mayor and, if the fiscal officer of the City certifies that funds are appropriated and available for such purpose, such person shall be reimbursed for his or her expense so incurred, as provided for in Section 163.04
(b) A request for such allowance shall be made in writing to the Mayor, showing the necessity for attendance and an estimate of the costs thereof to the City.
