   717.10 COLLECTIONS OTHER THAN BY CITY PROHIBITED.
   No person except the contractor shall engage in or conduct the business of collection, removal or disposal of garbage and rubbish or other refuse within the corporate limits of the City, except as provided in Section 717.07 and 717.08 hereof.
