(a) No person shall burn, bury, collect or transport over the public streets or alleys of the City any garbage or refuse other than paper rubbish and trash which may be burned as hereinafter provided, or to deliver recyclable materials to agencies or firms which are properly equipped to process the recyclable materials deposited, except as authorized in writing by the Director of Public Safety and Service in compliance with this chapter.
