No trucks or other vehicles shall load or transport garbage, swill, offal, rubbish or any noxious, dangerous or offensive substances, or the contents of any privy vault, cesspool or sink anywhere in the City, unless it is provided with a watertight, fully enclosed body or container which shall prevent the contents from leaking or dropping from it to the surface of the streets, alleys or public or private ways of the City, and then only after receiving official authorization in writing from the Director of Public Safety and Service.
