No plat of any subdivision shall be entitled to be recorded with the County Recorder or have any validity until it has been approved by the City as provided for in this chapter. The Clerk of Council shall record plats and be reimbursed for expenses incurred by the owner. In the event any such unapproved plat is recorded it shall be considered invalid and the City Planning Commission may institute proceedings to have the plat stricken from the records of the County Recorder.
