The sewer charges levied at the rates established by Section 1042.05 shall take effect and be in force from and after the effective date of Section 1042.05. In case of failure to pay any bill for sewer charges when due, a penalty charge shall be added to such bill equal in amount to that determined by the then current practice of the Northeast Ohio Regional Sewer District.
