339.08 LOADS DROPPING OR LEAKING; REMOVAL REQUIRED; TRACKING MUD.
   (a)   No vehicle shall be driven or moved on a street, highway or other public place for a distance of over one quarter mile unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, and securely and completely covered with a tarp, canvas, duck or other substantial material if the load contains materials which may be blown away or bounced from the vehicle, except that sand or other substances may be dropped for the purpose of securing traction, or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway.
   (b)   No person shall operate any vehicle so as to track or drop mud, stones, gravel or other similar material or plow and/or deposit snow from a driveway or parking lot on any street, highway or other public place subject to public travel.
   (c)   It shall be the duty of the driver of a vehicle who unlawfully drops or deposits mud, stones, gravel, litter, snow or other similar materials or permits the load or any portion thereof to be dropped, spilled or deposited upon any street, highway or other public place to immediately remove the same or cause it to be removed.
   (d)   That portion of subsection (a) hereof which requires covered loads shall not apply to farm vehicles while engaged in or returning from harvesting operations or to construction vehicles.
   (e)   Whoever violates this section is guilty of a minor misdemeanor.
