331.44 RIGHT OF WAY AT FOUR-WAY STOP.
   (a)   When there are vehicles stopped at each entrance to a four-way stop intersection in obedience to the signs posted thereat, that vehicle intending to proceed uninterruptedly in a northernmost direction shall have the right of way over all other vehicles stopped at such intersection and thereafter right of way at such intersection shall be controlled by Section 331.16. In the event that the vehicle facing north intends to turn at such intersection, then that vehicle intending to proceed uninterruptedly to the east shall have the right of way herein provided and in like manner the vehicles intending to proceed uninterruptedly to the south and to the west, respectively, shall have the right of way when the vehicle to its right does not intend to proceed uninterruptedly in the direction in which it is facing.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
