305.02 TEMPORARY REGULATIONS.
   The Chief of Police or officer designated in charge of traffic control, when requested by the Director of Public Safety for the purpose of determining the effectiveness of methods of traffic control different from the provisions of this Traffic Code shall have the power:
   (a)    To designate streets or parts of streets upon which there shall be no parking of vehicles or upon which there shall be parking for a limited time.
   (b)    To exclude or restrict parking on streets designated by him during certain hours.
   (c)    To prohibit left hand turns by vehicles at street intersections designated by him.
   (d)    To close temporarily any highway or portion of the same or restrict the use thereof when required by public safety or convenience.
   (e)    To designate streets or parts of streets upon which the flow of vehicular travel may proceed in one direction only.
   The rules so adopted pursuant to this section shall be effective upon the erection of signs sufficient in number to apprise the ordinarily observant person of the existence of the regulations; provided however, that no rule adopted pursuant to this section shall be effective for more than one year unless approved by ordinance of Council.
