305.01 AUTHORITY OF OFFICER IN CHARGE.
   The Chief of Police, or the officer designated in charge of traffic control is hereby authorized and empowered:
   (a)    To make and enforce regulations necessary to make effective the provisions of this Traffic Code and to make and enforce temporary regulations to cover emergencies or special conditions.
   (b)    To designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
   (c)    To establish safety zones, and safety islands of such kind and character and at such place as he may deem necessary for the protection of pedestrians.
   (d)    To mark lanes for traffic on streets and pavements at such places as he may deem advisable, consistent with the provisions of this Code.
   (e)    To determine the right and left side of laned streets by fixing and marking or designating the center line of such street.
   (f)   To designate zones of quiet upon any highway within 250 feet of any hospital or school and when any such zone is so designated by official traffic signs, it shall be unlawful therein to blow a horn or a whistle or to make or cause any outcry or any avoidable noise or clamor likely to disturb persons within such zone.
   (g)    To establish temporarily a zone of quiet upon any street where a person is seriously ill if requested so to do by a written statement of at least one registered physician certifying to its necessity. Such temporary zone of quiet shall embrace all territory within a radius of 250 feet of the building occupied by the person named in the request of such physician. Such temporary zone of quiet and any other zone of quiet shall be designated by placing at a conspicuous place in the street a sign or marking bearing the words "Quiet Zone".
   (h)    To declare any street or part thereof a play street and to place appropriate signs or devices in the roadway indicating and helping to protect the same.

   (i)    To determine the location of truck zones and to place and maintain appropriate signs indicating the same and stating the hours during which the provisions regarding truck zones shall be applicable.
