(a) All utility payment, and parking lot fees imposed by any codified ordinance shall be collectible by the City or its authorized agent, together with any interest, penalties and reasonable administrative costs thereon, by suit or other means.
(b) Reasonable administrative costs associated with the collection of delinquent utility payments and parking lot fees include, but are not limited to, fees no less than an additional thirty-five percent (35%) and no more than an additional fifty percent (50%) of the total delinquent amount, including any interest and penalties.
