197.02 DEPARTMENT MANAGERS TO MAKE LINE ITEM BUDGET ADJUSTMENTS.
   City departmental managers are hereby granted administrative authority to make adjustments up or down a maximum of ten percent (10%) in appropriated line items within the respective department budgets, provided further that:
   (a)   No charge is made in departmental total;
   (b)   Adjustments may be made only after August, except that those departments affected by state or federal grants may make adjustments in such line items during the last half of their grant year;
   (c)   In any case the maximum amount that a line item may be adjusted, up or down, without legislative action is ten thousand dollars ($10,000);
   (d)   Any adjustment shall have the prior written approval of the Mayor, except for elected officials and autonomous boards or commissions who may act on their own authority in making such adjustments;
   (e)   Timely notification of any action taken pursuant to this section shall be given to Council by the Finance Director.
