169.01 ESTABLISHED; MEMBERS.
   A Board of Utility Appeals is hereby established, consisting of five members who shall be residents of the City during their entire tenure on the Board. The chairperson of the Board shall be the Public Works Director of the City and the president of Council shall serve as a member together with three residents appointed by the Mayor with the approval of Council. All members of the Board shall serve without compensation. The three members appointed by the Mayor shall be appointed for initial terms as follows: two for two years and one for one year to serve until their successors are duly appointed. Thereafter, successors to those members appointed by the Mayor shall be appointed for terms of two years. Vacancies which occur on the Board for any reason shall be filled for the unexpired term in the same manner as the original appointment.
