163.11 ISSUANCE OF BUILDING PERMITS.

   After the approval by Council of the renewal plan for a project area, no building permit shall be issued for the improvement or enlargement of any existing structure, or for the construction of a new structure within the project area; provided, such a permit may be issued for the repair of an existing structure, when such repair is necessary to the immediate preservation of the public health and safety, and providing further that such permit may be issued if the proposed improvement, enlargement and use conform to the renewal plan.
