163.07 MODIFICATION OF PLANS.

   A renewal plan may be modified; provided, that if modified after the lease or sale of real property in the renewal project area, the modification must be consented to by the redevelopers of such real property or their successors in interest affected by the proposed modification. Any proposed modification which in the opinion of Council will substantially change the renewal plan as previously approved by it, shall be considered a new plan and shall be subject to all requirements of this chapter before it may be approved.
