163.05 COUNCIL ACTION; PUBLIC HEARINGS.
   Upon receipt of the report of the Planning Commission, Council may amend the renewal plan pursuant to the recommendations of the Planning Commission. Council may also amend such renewal plan, other than as may have been recommended by the Planning Commission, but shall, in such event resubmit such amended plan to the Planning Commission for its approval or disapproval. Thereafter, Council shall hold a public hearing at which an opportunity shall be provided to all persons interested, to be heard either in person or by Council. Notice of the time and place of such hearings shall be published in a newspaper of general circulation in the City once a week for two consecutive weeks and such publication shall be completed not less than seven days before the date set for the public hearing. The notice shall contain a description of the project area by its location in relation to streets, streams or other landmarks, and shall state that maps and plats and other materials describing the renewal plan are available for public inspection at a place to be designated in such notice. It is the intent and requirement of this section that every change or modification in the renewal plan be submitted to the Planning Commission for its consideration prior to a public hearing upon such changed or modified plan and that no further changes or modifications be made to such plan, before adoption by Council, without a public hearing upon such plan in the final form in which adopted by Council. This section shall not be construed to prevent continuations of public hearing from time to time as may be necessary, without further published notice nor to prevent, with resubmission or rehearing, corrections or changes in the renewal plan which are patent errors such as misspelling, typographical and obvious.
