163.04 SUBMISSION TO PLANNING COMMISSION.

   Prior to its approval of a renewal plan, Council shall submit such plan, or such plan as amended by Council to the Planning Commission for review as to its conformity with the general plan for the City as a whole. The Planning Commission shall submit its written report with respect to the proposed renewal plan to Council within thirty days after receipt of the plan for review. Failure to file a written report within thirty days shall be conclusively deemed a total acceptance by the Planning Commission of the renewal plan as submitted. The report of the Planning Commission may recommend changes, alterations or modifications, but it shall specifically approve or disapprove the renewal plan as submitted to it.
