163.03 RENEWAL PLANS.
   A renewal plan shall conform to the general plan of the City and to any general development plans for the district within which the renewal area lies, and with the workable program of the City for the elimination and prevention of slums and blight. A renewal plan shall include a description of the boundaries of the renewal area and of any redevelopment, rehabilitation and conservation area constituting a part thereof, and a land use plan showing location, character and extent of public and private land ownership use and occupancy proposed within the area.
   The plan shall define areas of land acquisition, demolition and removal of structures and of rehabilitation and conservation as may be proposed to be carried out in the renewal area. The plan shall include a statement of the methods and standards under which the same is to be accomplished and the necessary controls to be applied in order to effect rehabilitation and conservation by the owners of existing properties. The renewal plan shall include a statement of the relationship of the plan to definite objectives of the City respecting appropriate land uses, improved traffic conditions and transportation, public utilities, recreational and community facilities and other public improvements. The plans shall also include a feasible method for the relocation of families and others displaced from the project area.
