163.01 ESTABLISHMENT; DIRECTOR.

There is hereby established under the supervision of the Director of Public Service a Division of Community Development which shall be directed by a Community Development Director. The Division shall operate as the coordinating, administrative and directing agency for the rehabilitation, redevelopment and development of housing in the community. The Director shall be a suitable person designated by the Service Director; he shall at all times be subject to the direction and supervision of the Service Director.
