155.02 DUTIES AND RESPONSIBILITIES.
   The Citizen Advisory Committee shall advise and make recommendations to the City on all matters involving citizen participation in the Consolidated Submission for Community Planning and Development Programs and monitor the City's Citizen Participation Process required under the administrative regulations for the Consolidated Submission for Community Planning and Development Programs (24 CFR Part 91) as issued by the U.S. Department of Housing and Urban Development, particularly Section 91.105.
   Prior to the submission of the Consolidated Plan to HUD for its annual grant, the City must meet the following citizen participation requirements:
   (a)   Furnish citizens, public agencies and other interested parties with information concerning the amount of assistance the jurisdiction expects to receive, and the range of activities that may be undertaken, including the estimated amount that will benefit persons of low and moderate income;
   (b)   Make available the City's plans for minimizing displacement of persons as a result of community development activities undertaken with HUD funds, if applicable, and provide information on the types and levels of assistance that will be made available to citizens who may be displaced, if any;
   (c)   Hold at least two public hearings per year, with at least one public hearing before the Consolidated Plan is published, to obtain the views of citizens on the City's housing and community development needs;
   (d)   Provide reasonable and timely access to local meetings; with accommodations for persons with disabilities and for non-English speaking persons;
   (e)   Publish the proposed Consolidated Plan in a form that affords citizens, public agencies and other interested parties a reasonable opportunity to examine its contents, and provide a period of thirty days to receive public comments;
   (f)   Provide citizens with reasonable notice and opportunity to comment on substantial amendments and annual performance reports before they are submitted to HUD.
