123.06 TRANSFER OR ALLOCATION OF MONEYS BETWEEN FUNDS.

   Commencing January 1, 1988 and continuing thereafter, any and all transfers and allocations of public moneys between the various funds of the City as contained in any annual appropriation ordinance or supplemental and incidental measure appropriating or transferring funds shall, to the extent possible, be effected upon the true cost basis of the actual cost related to the operation of any department which performs services for the benefit of another department or operation which is funded from a fund of the City other than that fund from which the department performing such service is funded.
