123.04 PUBLICATION.
   Publication of all ordinances and resolutions of a general nature or providing for improvements shall be given by publishing the number, the title thereof which clearly expresses its subject and the date of passage thereof, once a week for two consecutive weeks in a newspaper of general circulation in the City, except that in lieu thereof, any such ordinance or resolution may be published in full when so specified therein or required by motion of Council. If an ordinance or resolution is published by the number, title and date of passage thereof, such publication of one or more ordinances or resolutions shall contain notice that the complete text of such legislation may be viewed at the office of the Clerk of Council. Nothing in this section prevents abbreviated publication as described in Ohio R.C. 7.16 or the use of the state public notice web site described in Ohio R.C. 125.182.
   All Municipal statements, orders, proclamations, notices and reports required by law or by ordinance to be published shall be published in one newspaper of general circulation in the City for the following times:
   (a)    Notices for not less than two nor more than four consecutive weeks.
   (b)    All other matters shall be published once, except when otherwise specifically required by law or by motion of Council.
