123.02 LEGISLATION REQUESTS.

   No employee of the City, other than an elected official, shall request the chairman of any committee of Council, or any Councilman, to request, initiate or sponsor legislation which provides for the appropriation or transfer of money or funds except through the office of the Mayor and the Mayor shall endorse thereon his approval or disapproval for the information of Council. Nor shall any such employee incur or attempt to incur an obligation, whether monetary or otherwise, on the part of the City, unless such employee has specific authority and the moneys therefor have been appropriated.
