Section 3.01 Composition of Council.
   (A)    The Council shall be composed of two (2) members elected from the City at Large and six (6) members elected from the wards to be established by the Council of the City of Mansfield by ordinance enacted by January 15, 1993 or, in default thereof, established by the Director of Service-Safety not later than January 20, 1993.
   Provided, that the boundaries of the six (6) wards may be changed by ordinance of Council when necessary to equalize the population and meet other requirements of the constitution and laws of Ohio.
   (B)    The members of Council shall each be elected for a term of four (4) years; however, beginning with the regular municipal election in November 1993 candidates for the odd-numbered wards and the council at large position with the highest number of votes shall be elected to four (4) year terms, and candidates for the even-numbered wards and other candidate(s) elected to council at large position(s) with less than the highest number of votes shall be elected for two (2) year terms; thereafter, all candidates for city council shall each be elected for a term of four (4) years. Section 3.02 Powers, Meetings and Rules.
   All legislative powers of the City shall be vested in, and exercised by, the Council. The laws of Ohio applicable to cities having the general statutory plan of government shall control Council with respect to its meetings, rules, procedures and functions except as otherwise provided in this Charter and the Constitution of the State of Ohio.
Section 3.03 Clerks.
   Council shall provide for the employment of a Clerk and an Assistant Clerk of Council. Members of the majority political party of Council shall designate the Clerk of Council and members of the next ranking political party of Council shall designate the Assistant Clerk of Council and each of them shall serve at the pleasure of the party members by whom they were designated.
