1301.10 RULES AND REGULATIONS.
   (a)    The Chief shall have the power and authority in the interest of public safety, health and welfare to adopt and promulgate rules and regulations for the conduct of the duties, powers, responsibilities and operations of the Bureau, its officers and employees, and of such of the public as may conduct business with the Bureau. Such rules and regulations may interpret and implement the provisions of the codes, ordinances and regulations designated in Section 1301.07, but shall in no event have the effect of reducing, eliminating or waiving any requirement established by the same.
   (b)    Prior to the adoption, amendment or repeal of any rule or regulation under the provisions of this section, the Chief shall give at least thirty days' notice, by publication in a newspaper of general circulation within the County of a public hearing upon the proposed adoption, amendment or repeal. Such notice shall state the time, date and place of the hearing, a brief summary of the content of the proposed action and shall designate where a complete copy of the rule or regulation may be inspected. The Chief shall comply with any provision of law which prescribes the process for the adoption of rules and regulations as may be stated in the codes and ordinances designated in Section 1301.07.
