937.01 DEFINITIONS.
   Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
   (1)   "Administrator" means the Administrator of the Environmental Protection Agency, or any person authorized to act for him.
   (2)   "Ammonia" means a constituent in sewage as identified in "Standard Methods for the Examination of Water and Wastewater."
   (3)   "BOD (biochemical oxygen demand)" means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty degrees Centigrade, expressed in milligrams per liter by weight.
   (4)   "City" means the City of Mansfield, County of Richland, State of Ohio.
   (5)   "Cu. ft." means an abbreviation for cubic feet.
   (6)   "Combined sewer" means a sewer receiving both surface run-off and sewage.
   (7)   "Environmental Protection Agency" means the Federal (or United States) Environmental Protection Agency, or any person authorized to act for that agency.
   (8)   "Incompatible pollutant" means a waste constituent which interferes with the operation and performance of the sewage works.
   (9)   "Industrial wastes" means the liquid and water-carried wastes from industries as defined herein.
   (10)   "Industrial user" means a source of indirect discharge.
   (11)   "Intercepting sewer" means a sewer intended to receive flows from both combined sewers and sanitary sewers; or a sewer whose primary purpose is to transport wastewater from collector (local) sewers to a sewage plant.
   (12)   "Lb." means an abbreviation for pound.
   (13)   "Maintenance" means upkeep and repair cost required to maintain the wastewater treatment works structure and equipment in efficient operating condition during the service life of such works.
   (14)   "NPDES permit" or "National Pollutant Discharge Elimination System Permit" means a permit issued to a POTW pursuant to Section 402 of the Clean Water Act.
   (15)   "Nonindustrial user" means a user of the sewage treatment works not in the "industrial user" classification, as defined herein.
   (16)   "Operation" means any physical and mechanical actions, processes or functions required to efficiently operate the sewage treatment works as defined herein.
   (17)   "Owner or person" means any individual, firm, company, association, society, corporation or group.
   (18)   "pH" means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
   (19)   "Pollutant" means any substance discharged into a POTW or its collection system, listed Appendices A and B of Ordinance 82-054.
   (20)   "POTW" (publicly owned treatment works) means sewage treatment works and the sewers and conveyance appurtenances discharging thereto, owned and operated by the City or State.
   (21)   "Pretreatment" means the reduction of the amount of pollutants, the elimination of pollutants or the alteration of the nature of the pollutant properties in wastewater to a less than harmful state prior to or in lieu of discharging or otherwise introducing such pollutants into a POTW.
   (22)   "Public sewer" means a sewer in which all owners of abutting properties have equal rights, and which is controlled by public authority.
   (23)   "Replacement" means expenditures for obtaining and installing equipment, accessories or appurtenances during the useful life of the treatment works necessary to retain design capacity and performance of the sewage treatment works throughout the City's jurisdiction.
   (24)   "Sanitary sewer" means a sewer which carries sewage and wastes to which storm, surface and ground waters are not intentionally admitted.
   (25)   "Sanitary sewer charges" means the aggregate of rate increments established by two separate revenue systems, that is, user charges (charges for wastes of normal concentration, administrative charges, extra-strength surcharges, industrial monitoring charges) and debt service charges.
   (26)   "Septic tank wastes" means the waste from water closets, urinals, lavatories, sinks, garbage disposals, bathtubs, showers, privies, privy vaults, septic tanks, cesspools or household laundries resulting from an owner not having an authorized tap into the sanitary sewer system of the City and includes any waste removed from any private sewage system.
   (27)   "Service Director" means the Service Director of the City, or his authorized deputy, agent or representative.
   (28)   "Sewage" means water-carried human wastes or a combination of water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground, surface and storm waters as may be present.
   (29)   "Sewage treatment works" or "sewage works" means all facilities for collecting, pumping, treating and disposing of sewage.
   (30)   "Sewage treatment plant" means any arrangement of devices and structures used for treating sewage.
   (31)   "Sewer" means a pipe or conduit for carrying sewage.
   (32)   "Shall" is mandatory; "May" is permissive.
   (33)   "Storm sewer" or "storm drain" means a sewer which carries storm and surface waters and drainage, but excludes sewage and polluted industrial wastes.
   (34)   "Suspended solids" means total suspended matter that either floats on the surface of, or is in suspension in water, sewage or other liquids, and which is removable by laboratory filtering as prescribed in "Standard Methods for the Examination of Water and Wastewater" and referred to as nonfilterable residue.
   (35)   "User charges" means a charge levied on users of the sewage treatment works for the cost of operation, maintenance and replacement of such works.
   (36)   "User class" means any class of users of the sewage works, as defined in Section 937.05.
