935.08 PROHIBITED DISCHARGES.
No discharger shall contribute or cause to be discharged, directly or indirectly any of the following described substances into the wastewater disposal system or otherwise to the facilities of the City:
(a) Any of the following described water or wastes to any public sewer: Pollutants which create a fire or explosion hazard in the POTW including, but not limited to, waste streams with a closed cup flashpoint of less than 140 degrees Fahrenheit or 60 degrees Centigrade using the test method specified in 40 CFR 261.21.
(b) Solids of viscous substances such as but not limited to straw, metal fragments, glass, rags, plastics, garbage that has not been properly shredded and other wastes which obstruct the flow in a sewer or the risk thereof or cause interference to the operation of the POTW or the risk thereto.
(c) Any wastewater having a pH less than 5.0 or higher than 11.0 or having a corrosive property that causes damage or hazard to structures, equipment or personnel of the system or the risk thereto.
(d) No person shall discharge, or cause to be discharged, any of the following described water or wastes to any public sewer: Pollutants which will result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems.
(e) Any noxious or malodorous liquid, gas or solid that either singly or by interaction creates damage or prejudice to others or the public or hazard to life or the risk thereof or is sufficient to prevent entry into the sewers for their maintenance and repair.
(f) Any substance which will cause the POTW's effluent or treatment residues, sludges or scums to interfere with the City's goals for reclamation and reuse or to be unsuitable for reclamation and reuse or to interfere with the reclamation process.
(g) Any substance which will cause the POTW to violate its NPDES Permit and/or other disposal system permits or the risk thereof.
(h) Any substance with such color not removed in the treatment process, such as but not limited to dye wastes and vegetable tanning solutions, which place the City in violation of its NPDES Permit.
(i) Heat in amounts which will inhibit biological activity in the POTW, but in no case heat in such quantities that the temperature at the POTW exceed forty degrees Centigrade (104 degrees Fahrenheit) unless the approval authority, upon request of the POTW, approves alternate temperature limits.
(j) Any slugload or slug discharge as defined in Section 935.02
including oxygen demanding pollutants, released in a single discharge episode of such volume or strength as to cause interference to the POTW;
(k) Any unpolluted water including but not limited to noncontact cooling water.
(l) Any wastewater containing any radioisotopes of such half-life or concentration as exceed limits established by the City.
(m) Sewage containing more than 200 milligrams per liter of total oil and grease ; the City has the authority to prohibit any discharges from all sources which can pass through or cause interferences to the Treatment Plant.
(n) Biochemical Oxygen Demand, chemical oxygen demand, suspended solids or nitrogen in concentrations which cause damage or interference to the POTW or the risk thereto.
(o) Flows of magnitude or variation which cause damage or interference to the POTW or the risk thereto.
(p) Any pass through of the wastewater treatment plant.
(q) Waters or wastes containing substances which are amenable to treatment or reduction by wastewater treatment processes employed, or are amenable only to such degree that the wastewater treatment plant effluent cannot meet the requirements of other agencies having jurisdiction over discharge to the receiving waters.
(r) Dilution as substitute for treatment to achieve compliance, except where expressly authorized to do so by an applicable pretreatment standard.
(s) All direct discharges to storm sewers without obtaining a permit to discharge from the Ohio Environmental Protection Agency, excluding roof runoff.
(t) Discharges of trucked or hauled waste are prohibited except at specific discharge points designated by the POTW.
