901.09 CONSTRUCTION IN UNIMPROVED RIGHT OF WAY.
   (a)    No person shall construct or install a street in an unimproved right of way dedicated to the City prior to the enactment of the Mansfield Subdivision and Improvement Standards (Ordinance 64-222) on September 15, 1964, without having first been licensed by Council.
   (b)    A requirement for the issuance of a license set forth in subsection (a) hereof is the presentation of proper plans, specifications, profiles, estimates, performance bond, etc., showing compliance with Title One of the Planning and Zoning Code, and any street constructed or installed under authority of such license must conform to such plans, profiles, specifications, etc.
   (c)    Notwithstanding the requirements of Title One of the Planning and Zoning Code, Council may permit pavement widths in accordance with the following schedule:
