703.07 EXCEPTIONS.
   The provisions of this chapter do not apply to any of the following:
   (a)   Any ambulance and/or emergency medical service located outside the geographic limits of the City when transporting patients into the City, when those patients are sick, injured or otherwise incapacitated.
   (b)   Any ambulance or emergency medical service which although not a licensee of the City is called into service by the City to provide emergency medical service during any circumstance deemed an emergency by the Mayor or his/her designee, or the Mansfield Fire Department officer in charge.
   (c)   Any government-owned and operated ambulance. However, the Service-Safety Director shall ensure that Fire Department rules, regulations and procedures controlling that Department's EMS operations are written and maintained.
