703.04 LICENSE ISSUANCE; EXPIRATION; TRANSFER.
   (a)   Within fourteen days after receiving a completed application for a license, the Service-Safety Director shall conduct any and all inspections investigations or otherwise, that in their sole discretion, they may deem appropriate.
   (b)   Within seven days after receipt of inspection results, the Service-Safety Director shall deny or approve issuance of a license.
   (c)   A license shall be valid only for the provider to whom issued and so long as such provider is in compliance with all requirements and regulations under this chapter.
   (d)   Any change of ownership of a license shall terminate the license and shall require a new application, a new license and conformance with all the requirements of this chapter, as upon original licensing. The Service-Safety Director shall be notified immediately of any sale, assignment or other transfer of any vehicle's being used in the City by a licensee and at such time the vehicle's conformance with all applicable licensing requirements shall be verified.
   (e)   Each licensee's vehicles, its equipment and the premises designated in the application, and all records relating to its maintenance and operation as such, shall be open to inspection at any time by the designated representatives of the Service-Safety Director.
   (f)   Either the licensee or the Service-Safety Director may cancel the license upon sixty days written notice.
