349.03 PARKING TICKET VIOLATIONS BUREAU.
   (a)    The Mansfield Parking Ticket Violations Bureau shall have the jurisdiction over any parking infraction that is in violation of any City parking ordinance. All parking infractions that are in violation of a City ordinance and that occur within the City limits of Mansfield shall be handled pursuant to and be governed by this chapter and Ohio R.C. Chapter 4521 when applicable.
   (b)   Personnel.  
(1)    The Traffic Unit of the Mansfield Police Department is hereby appointed Clerk for the Mansfield Parking Ticket Violations Bureau.
(2)    The Law Director or his designee shall serve as hearing examiner. The Law Director or his designee shall:
A.    Hear challenges to parking tickets at hearings set by the Parking Violations Bureau. At such hearing the rules of evidence need not be strictly followed.
B.    Prepare written decisions at the conclusion of the hearing which shall be provided to the person requesting the hearing.
C.    An account clerk with the City's Utilities Collections Department shall collect and process all fines and penalties for the Parking Violations Bureau.
   (c)    All fines and penalties established for a parking infraction shall be collected by the Account Clerk in Utility Collections and paid into the City Treasury.
      (1)   All payments of fines and penalties for parking infractions made to the Utilities Collections Department shall be in currency, by check or money order. All checks will be accepted subject to collection at the bank. In the event a check is not honored by the bank and is returned for refund, there will be an additional charge of twenty dollars ($20.00) for the returned check.
      (2)   If a check has been received by the Utilities Collection Department that is returned by the bank as a dishonored check (either as a NSF-nonsufficient funds check or an “Account Closed” check), upon notification to the payor of the return of the dishonored check, the payor shall make restitution on the dishonored check and pay the twenty dollar ($20.00) late fee as soon as possible, in cash, by cashier’s check or money order, only.
