§ 152.143 UTILITIES.
   Utilities placed in street rights-of-way shall be located in accordance with specifications of the Village Engineer and §§ 152.055 through 152.083. All easements and improvements for utilities, except those owned by private utility companies, shall be dedicated to the Village for administration, operation, and maintenance.
