§ 71.06 LONG-TERM HAUL ROUTES.
   (A)   Long-term haul routes will be established when the need for the routes is expected to exist indefinitely. For example, long-term haul routes shall serve sand and gravel pits, landfill sites, and warehousing installations. The roadway is to be upgraded at the permittee's expense in accordance with a predetermined approved schedule, to such an extent that regular and continuing above normal maintenance, other than grading and chloriding, will not be required. The amount of upgrading required to be determined by the Village Manager and DPW Superintendent based on the existing road conditions and the expected use by the permittee.
   (B)   The amount of upgrading that the perinittee may expect is as follows.
      (1)   On gravel roads; annual basis.
         (a)   1.   Small volumes - 0 to 50,000 tons or less than 5 truck road trips per day.
            2.   Improvements - provide adequate sight distance at driveway by removing brush, earth, and other obstructions.
         (b)   1.   Medium volumes - 50,000 to 200,000 tons or 5 to 20 road trips per day.
            2.   Improvements - in addition to the above:
               a.   Improve roadway by providing drainage;
               b.   Adding gravel where needed;
               c.   Widening narrow areas so that 2 vehicles can easily pass; and
               d.   Placing bituminous approach at point where approach connects to paved road and other similar improvements, as directed.
         (c)   1.   Medium to high volumes - 200,000 to 300,000 tons or 20 to 30 road trips per day.
            2.   Improvements - in addition to the above, reconstruct the road to current standards suitable for a bituminous surface.
         (d)   1.   High volumes - 300,000 or over or over 30 truck road trips per day.
            2.   Improvements - reconstruct to a Class A or Class B road standard, depending on the type of load the permittee intends to haul.
      (2)   On Class B paved roads; annual basis.
         (a)   1.   Small volumes - 0 to 50,000 tons or less than 5 truck road trips per day.
            2.   Improvements - same as for gravel roads.
         (b)   1.   Medium volumes - 50,000 to 200,000 tons or 5 to 20 truck road trips per day.
            2.   Improvements - same as for gravel roads except for addition of gravel. Pave the permittee's drive approaches to 40 to 60 feet from road pavement edge with a minimum of 3 to 4 inches of bituminous aggregate surfacing.
         (c)   1.   Medium to high volumes - 200,000 to 300,000 tons or 20 to 32 road trips per day.
            2.   Improvements - resurface haul route with an overlay of bituminous surface. Improve sight distance and drainage where required. Pave the permittee's drive approach as above.
         (d)   1.   High volume - 300,000 tons and above or over 30 truck road trips per day.
            2.   Improvements - reconstruct as necessary to develop a Class A road. Material to Class A standard. Pave the permittee's drive approaches as above.
   (C)   The work of upgrading shall be completed as determined by Council. The work may be negotiated between parties and it is within the discretion of Council to allow the work of upgrading to be done by the permittee or his or her agents as long as they meet all requirements as determined by Village Council. If no agreement can be made with the permittee, the Village Council or its agents shall complete the requirements at the permittee’s expense.
