It shall be unlawful and a public nuisance if a swimming pool is not maintained according to the following:
(A) Swimming pools and juvenile pools shall be maintained in sanitary condition, in good repair, and shall not contain stagnant water.
(B) Swimming pools shall not harbor or become infested with mosquitoes, vermin or other pests.
(C) No residential swimming pool shall be emptied in a manner which will permit significant water to flow onto property owned by another person without the advanced written consent of all effected property owners.
