If the person, firm, or corporation refuses to connect with the city sewer, the County Health Department may report the refusal to the Board of Public Works and Safety, which Board may give a further ten-day notice to the person, firm, or corporation to make the connection, stating therein that the connection will be made by the city and the cost of making the connection be certified to the Treasurer of the county and added to the taxes assessed against the property, the charge to be collected in the usual course of tax collection. The Board of Public Works and Safety may also refuse or discontinue water service which is not connected to the city sewer as required.
